Melilla 

Apart from its setting, in the Mediterranean Rif coast of Morocco, the Spanish colony of Melilla in Morocco is even less interesting than its sister Ceuta. This municipal website is quite good as an e-government site, but is otherwise appalling - tendentious and frankly fascist. Quite appropriate.
